This program is the building block for an employee who is aware about his/her role in the public sector from the perspective of leadership and management values as of the first day of his/her employment. The program qualifies each new employee to build in him/her a leading personality that is capable of creating an effective work environment, where the citizen is best served through efficient and professional interactions.

Program Duration:
6 training days, covering 40 learning hours
Graduation Requirements:
– Attend no less than 80% of the entire classroom training sessions.
– Score at least 60% in the evaluation tests.
Nomination Requirements:
At least one-year experience in the public sector.
Program Contents:
The program covers the following key topics:
1- Leadership Thinking and Government Work Ecosystem:
It is meant to motivate the participant to explore his/her leadership, learn from leaders’ experiences about the administrative values and leadership thinking, educate him/her on his/her functional responsibilities and enable him/her with the fundamental rules and principles related to his/her rights and commitment to his/her duties towards his/her organization and the policies adopted by the public sector. In addition, it enhances his/her understanding of the role and how it impacts the government work ecosystem, which raises his/her awareness of the challenges surrounding him/her in his/her work environment and how to make the best use of the available opportunities to create change.
2- Professional Engagement
It is meant to provide the participant with the basic skills to cope in his/her work environment in order to perform his/her professional duties, learn the protocol of dealing with customers and partners so that he/she can achieve a high level of communication, and strengthen his/her role and responsibility in maintaining the institutional identity and reputation.
3- Civil Service Rules and Regulations
It enables the participant to learn about his/her rights and obligations, the organization’s rules and regulations he/she has to observe, and his/her professional conduct with his/her peers in the workplace in a manner that serves the public interest, in order to facilitate his/her participation in the public sector work ecosystem. In addition, it educates the employee on the most important terms used in the public sector, and provides him/her with the necessary guidelines on the recruitment cycle, which is divided into pre-recruitment, recruitment, and commencement of work through the end of service. The participant will also be provided with the necessary knowledge on employment rights such as the wages, salaries, vacations, bonuses, incentives, grievance and promotions, in addition to the right to get training in accordance with the rules and regulations established by the Civil Service Law and its implementing regulations.
4- Performance Management
It is meant to get the participant acquainted with the evaluation mechanisms adopted by the Civil Service Bureau, as represented by the performance management system “Adaa”, a matter which helps improve work in the public sector and raises the level of performance and quality of production. The system links the employee’s performance with the incentives and bonuses, promotions, accountability and training plans and system on the one hand, and links the employee’s personal goals with the organization’s strategic goals on the other. In addition, it promotes constructive communication in the evaluation process, and encourages continuous learning and development, which would increase job satisfaction and raise productivity.
5- Retirement Law
This topic is meant to advance the participant’s culture at the beginning of his/her career on the retirement benefits and rights, which helps him/her draw his/her career path from the moment he/she joins employment in the public sector. He/she will also be educated on the terms related to the retirement scheme and provides him/her with all retirement rights guaranteed by the Kingdom of Bahrain for workers in the public sector. In addition, he/she will be educated on the cases of eligibility for pension, retirement rewards and means of calculating pension based on length of service. Employees are also educated on retirement benefits granted by the General Organization for Social Insurance to the public sector employees such as the law of hypothetical and previous service calculation, loan benefits, pension replacement, and cases of work injuries.
6- Occupational Health and Safety
It aims to promote the participant’s understanding of occupational health and safety concept through providing him/her with the work-related guidelines, ensuring his/her safety and health. It achieves this through education on the regulations, standards and legislative principles on occupational health and safety, means of protection and evaluation of risks related to the work environment.
