Director General of the Institute of Public Administration (BIPA) and president of the Middle East and North Africa Public Administration Research Network (MENAPAR) HE Dr. Raed Mohammed bin Shams stated that Tunisia will host the second MENAPAR congress during the period from 6 to 9 of next October, under the patronage of the Tunisian Prime Minister Al-Habib Al-Said, adding that the congress will address the role of citizens and organizations in the joint formation of government action in the Middle East and North Africa region. This came during a meeting in Tunisia recently held by BIPA's Director General with the Secretary General in charge of the Tunisian government, who informed Dr. Shams about the consent of the Tunisian Prime Minister to patronize the second MENAPAR congress. Bin Shams said that choosing Tunisia to hold this congress comes within the framework of the directives of the wise leadership in the Kingdom of Bahrain to strengthen the distinguished bilateral relations between Bahrain and Tunisia, adding that the government has contributed significantly in supporting the efforts undertaken by the MENAPAR Network, furthermore BIPA was able to contribute into developing the performance of the public sector employees during a short period and at all administrative levels i.e. leaders, officials and employees, noting that the ambition of the Institute is exceeding the local development to include administration development on a broader regional level because of the achievements of Bahrain's government and people that were distinct on a global level in the East and the West, and that was evident in establishing MENAPAR network to support public administration research in the region. Bin Shams added that the MENAPAR network which was established in the Kingdom of Bahrain in 2014, is seeking to promote a culture of scientific research and supporting research capacity building in the public sectors, in addition to facilitating the implementation of innovative ideas in public administration, and enhancing the communication and creating networks between the practitioners, researchers and civil servants in the Arab region, noting that the network aims to promote the research action, academic exchange, practicing issues of public administration, public policy and good governance, as well as harnessing the collective thinking and the efforts exerted by institutions to strengthen public administration and making evidence-based policies through scientific methodologies which seek to serve the citizens. The network also aims to develop the local debate on public administration research, addressing its problems and determining its effective components, in addition to providing a resource base for all agencies to use as a reference in policy and decision making. BIPA's Director General Dr. Raed Mohammed bin Shams will chair the undertakings of the upcoming congress, as the Kingdom of Bahrain will participate as an organizer of the congress in Tunisia through the MENAPAR network, which is based at BIPA Institute in Bahrain, along with a number of international organizers who shouldered with the Tunisian government providing the financial support for the congress as well as the logistics equipment, led by the United Nations Development Program (UNDP), Institute for Public Administration and Local Governance (Institut de Management Public et Gouvernance Territorial (IMPGT)) at the French University of Aix-Marseille, Arab Institute for Governance in Tunisia, International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA). During the congress a number of agreements will be signed at several levels. The Congress will address a theme related to the role of citizens and organizations in the joint creation of government action, also several sub-topics will be discussed which will be scheduled in the plenary sessions and other subjects on policies as well as presentations of joint working papers, the congress themes will address participatory models for the management of public affairs, legal and institutional framework for joint establishment of government work, and alternative and innovative regulations for public administration for a joint formation of government action, and finally the dispute between centralism and localism in managing the government work; along with innovative models for regional governance.
