The Institute of Public Administration “BIPA” and Middle East and North Africa Public Administration Research “MENAPAR” Network announced the continuity of receiving summaries of working papers which will participate in the 2nd “MENAPAR” Congress that will be held in Tunisia, during the period from 6-9 of next October entitled “The role of citizens and organizations in the joint development of government action in the Middle East and North Africa (MENA) region, calling on all who wish to participate in the presentation of their administrative expertise and practices which go in line with the themes of the congress, to provide summaries of their papers no later than 15 of the current month of August through the official website of the MENAPAR Congress www.menapar.net, bearing in mind that participations are accepted in three languages : Arabic, English and French. The scientific committee at BIPA (the main founder of the network and the organizing body for the events of the Congress in Tunisia) stated that the 2nd Congress of MENAPAR, which seeks to promote a culture of scientific research in the field of public administration, adopted within its activities this year, the holding of a workshop – preceding the official opening day of the Congress – concerning presenting initiatives for capacity development and best practices in public administration, the Congress will also include a discussion forum on the development of public administration agenda in the Arab region, along with the main theme of the Congress, which is the role of citizens and organizations in the joint development of government action in MENA regions. The themes of the Congress will include – within the main theme – singling out the administering power by the state in contrast with participatory models of administering public affairs, the legal framework, the normative and institutional joint development of government action, alternative and innovative public administration systems for joint development of government action, the dialectics between the centrality versus locality in administering the government work: innovative models of regional governance. The Scientific Committee also invited all who wish to participate in the presentation of a workshop entitled “presenting the initiatives of capacity development and best practices in public administration”, to participate by presenting a case study or a video or a physical/photographic view or any other form that would clearly addresses a practice of the best practices in public administration, provided that the presentation does not exceed 30 minutes, also those who wish to participate in the research seminar on “Developing an agenda for public administration in the Arab region”, which lists the research practices in the policies field of the Arab public administration, and suggesting ways to include the public administration research in the public work processes in the Middle East and North Africa, to submit their research summaries, but the submitted abstracts should not exceed 2000 words as a maximum. In the same context, BIPA earlier announced about the holding of the MENAPAR 2nd Congress in Tunisia next October under the auspices of the President of the Tunisian government AlHabib Al-Saed, and BIPA is responsible for the organization of the Congress the MENAPAR network, which is based in Bahrain at BIPA institute, along with a number of international organizers such as the United Nations Development Program (UNDP) and the Institute of Public Management and Territorial Governance (IMPGT) at the French University of Aix-Marseille, the Arab Institute for Governance in Tunisia, the International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA). It is worth mentioning that the MENAPAR network which was established in the Kingdom of Bahrain in 2014, is seeking to promote a culture of scientific research and supporting research capacity building in the public sectors, in addition to facilitating the implementation of innovative ideas in public administration, and enhancing the communication and creating networks between the practitioners, researchers and civil servants in the Arab region, noting that the network is aiming to promote the research action, academic exchange and practice concerning issues of public administration, public policy and good governance, as well as harnessing the collective thinking and the efforts exerted by institutions to strengthen public administration and making evidence-based policies through scientific methodologies which seek to serve the citizens. The network also aims to develop the local debate on public administration research, addressing its problems and determining its effective components, in addition to providing a resource base for all agencies to use as a reference in policies and decisions making.
