The program targets cadres assigned by a decision of the Council of Ministers, where it seeks to develop a strategic leader with the ability to make policies and achieve outstanding performance in the various fields that drive sustainable development in the Kingdom of Bahrain, through optimal investment in the competent human cadres.

Program duration:
27 training days, covering 200 learning hours
Graduation Requirements:
– Attend no less than 80% of the entire classroom training sessions.
– Pass all assessments based on homework, assignments and tests as required under each unit, scoring at least 60% in each assessment.
– Score at least 60% in the total result of all assessments at the end of the program.
Nomination Requirements:
– Complete the application form by the nominee as first requirement to apply for the program.
– Issuance of a decision to appoint the candidate as a manager or an equivalent position by the government agency or the Civil Service Bureau.
Program contents:
The program is comprised of the following units:
1- Leadership
This unit is designed to provide the participant with a set of advanced methodologies in strategic and international leadership and the risks facing the public sector to enable him/her to lead according to the strategic visions and aspirations. In addition, it strengthens his/her role as a consultant through implementation of consultative actions aiming at developing work in the public sector, through providing guidance and advice to the decision makers.
2- Work teams
This unit provides the participant with advanced methodologies in team building through the optimal investment in human resources and development of future capabilities to achieve the objectives of the institutional work. In addition, provides him/her with the policies to achieve success up to aspirations of the public system. The participant will also acquire the skills to oversee operational processes of local teams, and some of the basic skills in overseeing international teams.
3- Customers and Partners
This unit aims at providing the participant with a set of advanced methodologies in dealing with customers and partners through developing his/her ability to assess the services, and ensure that they are up to the aspirations of the citizen. He/she will also be able to attract and build partnerships between the public or private institutions. It will also enable the participant to acquire advanced skills in monitoring institutional services, and, in turn, enhance the performance indicators of the organization.
4- The Organization
This unit is designed to provide the participant with a set of advanced methodologies in the field of the organization, which reflect in making change and developing institutional strategies in line with the public sector ecosystem. In addition, it strengthens the role of public sector institutions in the development of Bahrain’s economy and achieving the goals and objectives of sustainable development. The participant will be able to apply systematic mechanisms to prepare a study on the policy making in the public sector.
5- Performance, Productivity and Creativity
This unit provides the participant with a set of advanced knowledge in the field of performance, productivity, and creativity, which enable him/her to enhance the performance indicators within his/her organization, and thus achieve the level of competitiveness between the various organizations in the public sector. In addition, it provides him/her with the tools to establish performance indicators to monitor the institutional performance at local and global organizations.
6- Communication
This unit aims to achieve harmony within the public and private sector institutions, and to provide the participant with a range of advanced skills in counselling, which enable him/her to organize joint counselling sessions to improve the efficiency of human resources and achieve the aspirations of the organization. It also aims at providing the participant with advanced skills in dialogue and interaction with the various means of communication.
